Professional Experience

Over more than 25 years, Nancy's career has encompassed many areas of the legal profession. For over 15 years, in the City of Thousand Oaks, City Attorney's Office, Nancy focused on representing public interests. As the Assistant City Attorney, she concentrated on land use, zoning, environmental law, redevelopment, special districts such as Mello-Roos, constitutional matters, telecommunications, public contracting, conflicts of interest, public meeting laws, disabled access, bankruptcy and risk management. She was the designated legal counsel for the Conejo Open Space and Conservation Agency (COSCA). Nancy was personally involved in the acquisition of numerous parcel of open space for public use. She has had the unique opportunity to be involved in public and private projects from the initial environmental documents and entitlement permits to physical construction and final development of the project. Nancy continues to represent public entities and practice public and municipal law. She also currently represents applicants in environmental, land use, real estate and zoning matters before numerous public entities.

Nancy has also been involved in plaintiff and defense work for construction defect cases throughout Southern California. She is also one of the few attorneys specializing in defense representation of businesses and property owners for disabled access litigation.

Prior to her work for the City, Nancy was Corporate Counsel for Coldwell Banker Residential Brokerage Company. Her duties included representation of the company's real estate brokerage, escrow, mortgage and title divisions, in contract development, training, and all phases of litigation. Her previous private practice experience included representation of over 65 financial institutions, businesses and homeowner associations. She also has extensive bankruptcy law experience. Her diverse background in business, finance and real estate has provided innovative ideas, keen insight and perspective in addressing and resolving financial and legal issues.

Ms. Schreiner also serves as Vice-Chair of the Real Estate Law Group for the firm and is a member of the Client Development Committee.

Community

Since 1988, Ms. Schreiner has been a member of the Ventura County Bar Association and Tri-Counties Local Government Attorneys' Association, where she has held the office of President, Vice President and Secretary/Treasurer on several occasions. Nancy has been President of her homeowners association for the past several years and continues to serve on the Board. She is an active member in the Ventura County Alumnae Chapter of Pi Beta Phi. She serves as General Counsel for Economic Development Collaborative of Ventura County. Nancy currently serves as Vice-Chair Oxnard Chamber of Commerce Land Use Subcommittee and will be the Chair in 2008.

Ms. Schreiner also holds pro bono seminars addressing Disabled Access Defense for Business and Property Owners and how to develop barrier removal plans. She has also been a panel member of Lorman Seminars on Construction Defects from the Public Agency Perspective.

Education

Ms. Schreiner received her Bachelor of Arts degree from the University of California, Irvine in 1978 and her Juris Doctorate from Pepperdine University School of Law in 1981.
